Das Schutzprofil „Protection Profile for E-Voting Systems for non-political Elections“, Version 1.0, vom 01. Dezember 2023, beschreibt den EVG-Typ als Server-Software zur Durchführung geheimer nicht-politischer elektronische Wahlen. Das Schutzprofil definiert einen Basissatz von Sicherheitsanforderungen, den jedes elektronisches Wahlprodukt mindestens erfüllen muss, um elektronische Wahlen sicher auszuführen. Der EVG muss spezifische Funktionalitäten für die Durchführung von elektronische Wahlen in Bezug auf die verschiedenen Wahlphasen implementieren, wie z. B. die Verarbeitung der wahlbezogenen Daten (in der Vorbereitungsphase), die Registrierung der Wahldaten (in der Ausführungsphase), die Auszählung der Stimmen und die Ermittlung des Wahlergebnisses (in der Bewertungsphase) und der Export der Wahlausführungsdaten (in der Nachverarbeitungsphase). Das Schutzprofil adressiert nicht-politische Wahlen wie z. B. Gremienwahlen oder die Wahl zur oder zum Gleichstellungsbeauftragten. Das Schutzprofil ist modular aufgebaut und enthält ein Basisschutzprofil sowie ein zusätzliches Funktionales Paket: „Multi-component Server-Architecture Package“, Version 1.0 vom 01. Dezember 2023. Während das Basisschutzprofil festlegt, dass der EVG aus einer Serverkomponente besteht, beschreibt das Funktionale Paket die Multi-Komponenten-Serverarchitektur Serverarchitektur. Dieses Paket definiert Anforderungen für die Implementierung des vertrauenswürdigen Kanals, über den der EVG Daten zwischen den einzelnen Komponenten austauscht.
The “Protection Profile for E-Voting Systems for non-political Elections”, Version 1.0, from 1 December 2023, describes as a TOE type a server software for conducting secret non-political E-Votings, which implements the process of conducting the election. The Protection Profile defines a basic set of security requirements to be fulfilled by a product for E-Voting in order to perform elections in a secure way. The TOE shall implement specific functionalities for conducting E-Votings related to the different electoral phases such as processing of the election data (in the preparation phase), registering of electoral data (in the execution phase), counting of votes and determination of the election result (in the evaluation phase) and exporting the election execution data (in the post-processing phase). The Protection Profile addresses non-political elections, for example, elections within committees or election of an equal opportunities officer. The PP utilizes a modular structure and specifies a base Protection Profile and one additional Functional Package. The base Protection Profile describes as a TOE type a server software consisting of one single server component. The Functional Package “Multi-component Server Architecture Package”, Version 1.0, from 1 December 2023, describes as a TOE type a server software which consist of more than one server component. The Functional Package defines requirements for establishment of a trusted channel for secure communication between the TOE components.
