The Federal Office for Information Security (BSI) offers accreditation as a TR testing laboratory. A TR testing laboratory conducts testing according to Technical Guidelines (TR).

TRs are required in cases where functional requirements need to be fulfilled for the operational IT product or system in order to ensure the implementation of certain security properties. For example, this applies to IT products and systems that are envisaged for use in the public sector, and therefore in security-critical areas within the Federal Republic of Germany.

The testing laboratories accredited by the BSI are private enterprises that are authorised to conduct technical conformity testing (this testing investigates whether a product/system fulfils the rules and requirements as specified in the corresponding TR). Since there are many different kinds of technical guidelines, domain expertise needs to be demonstrated for each Technical Guideline individually.
