Cyber attacks and other IT incidents affect SMEs and other companies from all industries and of all sizes, and not just international corporations. In some cases, the scale of the resulting damage can threaten these companies' existence.

To minimise the impact of these incidents, the affected parties must build up expertise in cyber resilience. This means a company's ability to respond to changes, including disruption of any kind. The goal is to be able to resume regular operation as quickly as possible. As such, cyber resilience is one of an organisation's key competencies in the context of cyber security safeguards.

Every organisation must account for the possibility that IT resources may fail or that cyber criminals may exploit vulnerabilities. Technical safeguards are important components in cyber resilience, but they are not the sole deciding factors. It is just as important, if not more so, to prepare for cyber attacks and IT emergencies. While technical protection and recovery require special expertise, preparation and a consistent response to cyber attacks and other forms of IT emergency are possible in any organisation by implementing some initial safeguards.

A working group of initiatives, non-profit organisations and public authorities has taken on this challenge with the support of the Alliance for Cyber Security and developed a package for more cyber resilience for all companies, but with a particular focus on small and medium-sized enterprises.
