BSI TR-03121 Technical Guideline Biometrics for Public Sector Applications
Biometric methods are used in many different areas of public sector applications, e.g. the enrolment of a facial image or fingerprints within the application of an electronic passport or within Visa enrolment. Furthermore, biometric data are used in border control processes for verification or identification of persons. The solutions and systems available on the market are able to serve a broad range regarding performance, security, usability and standard conformance. For public sector applications, it is therefore necessary to define precise requirements and general conditions. Furthermore, the systems have to be defined in a way which allows extensions for future developments to be made easily. The objective of this Technical Guideline is to offer a basis for consistent and comparable quality of public sector applications and for building a common architecture.
The framework document TR-03121-1 gives an overview about contents and usage of this guideline.
The current version contains the application profiles for the following areas:
- Enrolment and checking of biometric data for the German Electronic Identity Card, the Electronic Passport and the Electronic
- Enrolment and checking of biometric data for the EU visa information system
- Enrolment of biometric data for the arrival attestation document
- Enrolment and checking of biometric data in watchlist scenarios

The following version is the valid reference version according to the German "Personalausweisverordnung – PauswV", §2 No. 1 a) and §2 No. 2 a), the German "Aufenthaltsverordnung – AufenthV", §61b(3) for acquistion of biometric production data and quality assurance and §61e for definition of quality statistics and the German "Passdatenerfassungs- und Übermittlungsverordnung – PassDEÜV", Appendix 1, "Biometrics for Public Sector Applications".
